NOTICE OF PUBLIC HEARING ON PROPOSED
REISSUANCE AND EXTENSION OF THE WEIGHTED AVERAGE MATURITY
OF A TAX-EXEMPT MULTIFAMILY HOUSING REVENUE NOTE
ISSUED BY THE HOUSING AUTHORITY
OF THE CITY OF WINDER, GEORGIA
The Housing Authority of the City of Winder, Georgia (the “Authority”) hereby gives notice that on the 21st day of November, 2025, at 10:00 A.M., Hearing Officer of the Housing Authority of the City of Winder, Georgia (the “Hearing Officer”) will hold a public hearing on the proposed reissuance and extension of the weighted average maturity of $11,933,000 in maximum principal amount of its Multifamily Housing Revenue Note (Sandpiper Terrace Apartments Project) Series 2021 (the “Bonds”) the proceeds of which were loaned to Sandpiper Terrace, LP (the “Borrower”), for the purpose of financing or refinancing a portion of the cost of the acquisition, construction and equipping of approximately 102 multifamily housing units, located at 283 Capitol Ave., Winder, Georgia 30680 (the “Project”). The Project is owned by the Borrower. The hearing will be held before a hearing officer designated by the Authority and may be continued or adjourned.
The public hearing will be held at 10:00 A.M. on November 21, 2025 before the Hearing Officer via Zoom videoconference, which videoconference can be accessed via the internet by visiting:

The Bonds are limited obligations of the Authority and do not constitute a general obligation of the State of Georgia, the City of Winder, Georgia or the Authority, nor are the Bonds be payable in any manner by taxation, but are payable solely by the Authority from the payments made by or on behalf of the Borrower, which are pledged to the payment of the Bonds pursuant to an agreement between the Authority and the Borrower. The reissuance and extension of the weighted average maturity of the Bonds is in furtherance of the public purpose of the Authority.
Further information regarding the Bonds and the Project are of public record in the office of the Housing Authority of the City of Winder, Georgia.
Any interested party having views on the proposed reissuance or extension of the weighted average maturity of the Bonds or the nature or location of the proposed project may be heard at such public hearing.
